If you create a few triangles, add them using boolean and convert them to paths, then select the top and bottom points and using corner you will get a perfect wave - https://cl.ly/78cf9289f89e
So, if you rotate and align them over a circle, you can get the same result. That would fix the outside waves.

Always start with geometric forms.
For the inner “scale holes”, make “petals” out of circles. Create a circle, convert it to a path and selecting the top point, make it a corner and you are done: https://cl.ly/0396478eddeb (just use the keyboard arrow to make it up a bit).

Now that you have created a “pattern”, add them all using boolean again, convert to path again and then subtract it from the circle and you will get something like this: https://cl.ly/78183fa508f0
Those are just ideas, you can create a lot of different things from there.
