Should Select Same also select locked items?

Is it the intended behaviour that when using ‘Select Same’ Border, Fill, etc., it should also select locked items? If so how are we supposed to stop it selecting them?

The manual/documentation is of no help as ‘Select Same’ is not even shown or discussed!
